Error Explanation:
This is one of the many weird and unexplained behaviors of PeopleSoft Application Designer. This error occurs when you try adding a new step to your Application Engine by right clicking on a step and selecting for 'Insert Step/Action'.
Resolution:
Click on any one of the steps above or below the steps you currently clicking and do the same (right click and select for 'Insert Step/Action'). You would be able to insert the step. Now just right click on the newly inserted step, cut it and paste it wherever you like it to be in your Application Engine.
